This study is important to address the need for an effective institutional design to prevent corruption within the judiciary through a human resource management approach. The objective of this research is to empirically examine the influence of judicial human resource governance construction on judges’ integrity and to construct the Judicial Human Resource Architecture (JHR) model as an integrated anti-corruption design. The study employs a mixed-method legal research design with a socio-legal approach and quantitative analysis using SEM-PLS based on questionnaire data from 80 judges across various judicial regions in Indonesia. The findings indicate that all judicial HR governance variables have a positive effect on judges’ integrity, with organizational justice as the most dominant factor, followed by intrinsic motivation, career development, performance evaluation, merit-based recruitment, and promotion and mutation systems. These findings confirm that judges’ integrity is the result of an interaction between a fair and meritocratic institutional design and the internalization of professional moral values. The study concludes that the JHR model operates through three integrated layers structural institutional, normative organizational, and individual psychological which together form a preventive and sustainable integrity system for corruption prevention within the judiciary.
